Our Background

Lionel led Applied Research & Development programs, managed multi-cultural teams, and drove commercial development of new technology across the European region, then lead large-capital investment projects on a design-finance-build-own and operate basis in various regions of the world (North America, Europe, Asia, and Africa). In the mid-2000’s, in his capacity as General Manager Middle East on behalf of a Fortune 500 US industrial gases and chemicals group (Corporate sales of $10 billion), Lionel achieved their first country entry strategy in several GCC countries – achieving multiple hundreds of millions of new investment - and established strategic partnership with Middle East co-investors in both the private and public sectors. Lionel has been executive directors of several Boards of Directors of companies in Saudi Arabia, Oman, UAE and Egypt. Over the last 15 years, Lionel also led shares and business acquisitions in the industrial gases in Saudi Arabia and Oman.

Haltiqa also actively works with a network of subject matter experts, technology and operation specialists, financial analysis & management, spread out across the world.

Our Team

Haltiqa is led by company founder & CEO Lionel H.J. Rabin, a chemicals engineer by background with 34 years of successful business development and P&L management in the downstream industry (industrial gases and chemicals) throughout the world.

Lionel has been executive directors of several Boards of Directors of companies in Saudi Arabia, Oman, UAE and Egypt.
